Voices: Lottery probe

It's a standard practice in lotteries to bar people with close ties to anyone working for any company associated with it from winning. Why shouldn't the same rules apply to these lotteries?

It's not just theft of winning tickets that is a problem. There have been occasional reports of vendors being able to scam the system in other ways. Of course, even a ban will not be 100 per cent effective. However, any step that reduces fraud and restores public confidence is worth taking.
