If Chretien wants to leave a real legacy in aboriginal affairs, he needs a different approach. The idea that a group of people in Ottawa should decide the rules for Canada's native population is simply wrong.

No one doubts that replacing the Indian Act is a difficult task. It's far easier to find examples of how not to do it than to find success stories. However, it is clear that it can only be done with the consent of the people it affects. When native leaders across Canada reject the proposed changes, Chretien should listen.

First Nations peoples must be part of the process as equals with Parliament. It is not sufficient for Martin to simply vow not implement the legislation when it may be passed before his coronation. Will he use his influence to prevent its passage now? What will he do when he takes power?

If Martin is serious, he should use his influence now to bring the parties together. Rather than simply blocking bad legislation, can he lead Canada into a new and just deal for the First Nations?
